American Eagle Rise Jeans

Jeans help! Where can I find really low-rise jeans with a wide hip and slim thighs and legs?

I have a really small torso and all jeans come up like above my belly button! It also seems that at Ancient Navy, American Eagle and Target etc, all the jeans have too much thigh space and they bag out on me. I need to find a place with jeans that sit very low across the hip, and aren't huge in the leg.
